The Constitution & Bill of Rights applies only to and limits government, those who are elected and swear an oath to uphold them, and those they hire to help them to do that job.  Unfortunately, we-the-people trusted those documents, the oaths, and the honesty of politicians to abide by those limits.  Clearly, that didn't work. -L.
